Jaque and his Hunter crew arrived in time to get the weapon, which was their objective, but it taken from them by the Delta Green cleanup squad. The Hunter team was left behind, and then were captured by the Rosskayan police and military that were attracted by the fires Delta started. Sam's wanted for assault and Psionic murder, so I think another bounty acting as a prison rescue might be in order, so they don't loose their heads.

So that begs the question: should the Overwatch start to investigate the object with a lot of armed troops or just quarantine Rosskaya like the bastards they are?
