Yes there could be bounties for this, and would promote people trying to go out and get them!

Dc Universe had stuff like this. The rogues would appear in various places and people would shout in the chat box "(rogue's name) up by (location) and people would join in to take them down. Once in combat the people in close proximity would receive healing from the healers and power boosts from controllers. Pretty cool.
