Did Bungie mislead people? Perhaps. Did they lie to anyone? No. While it can be very frustrating to have things like that in the fine print it is there for a reason.

Wait, you want ME to provide you a link? I am not the one using an advertisement from a year ago as my source of a promised Raid. I believe the only one ever that wasn't disproven was an email sent from Bungie around launch time.

It's at the bottom every screenshot that media outlets used to advertise DLC. Like I said, I think there was only one mention of a raid for HoW and it was before launch and it was in an email or something but it wasn't proven to be legit or not I believe.
