Only on LVL 28 difficulty, not the end game version (32, 34 and 35). The end game versions grant you the cores for PoE gear.

House of Judgement I assume is reputation, based off the fact that LVL 32 Broken Legion gives you 200, LVL 34 Urrox's Grudge gives you 300 and LVL 35 Skola's Revenge gives you 500...

No, it isn't awarded in LVL 28. Etheric Light is only awarded in the LVL 34 and LVL 35 Challenges.
