She was at the Battle of the Twilight gap. And the cloak she wore "strength of the pack" would suggest that she wasn't alone. Hunters were at the Twilight gap. Sure it wasn't a majority but still they were there and if I remember correctly HUNTERS also warned the city of the attack.
